Neither.

In order for a capitalist economy to function, there must be poor people, i.e. a subordinated group who need to undercut wages for survival. Without a subordinated group capitalism cannot thrive.

Under our current system, there is nothing dysfunctional about poverty. It's really quite the opposite, and there in lies the problem.
