Without knowing more about your grandson and his past, or about his personality, it's really hard to say.
It could be a behavioral issue of acting out, so to speak, but if that doesn't sound like your grandson, perhaps he was just bored.
I know how absurd that sounds, but he's around that age (if he's in the middle of puberty) where he's going to want to be doing that.
It also depends on whether it was blatantly visible when he was caught. Was he doing it out in the open, with it out of his pants, or was he just touching himself.
Truth be told, if your grandson doesn't have much of a behavioral problem (currently or in the past), or hasn't had much trauma in his life, I wouldn't worry too much about it, just tell him there are other outlets and places that can be done.
I'm sure this will be an awkward conversation, but hey, its better than ignoring him. Psychologically speaking, it may be his way of "speaking out" looking for attention if he has behavioral issues.

If he was exposing himself, you might have a real problem there. Needs evaluation by a shrink. If he just got caught while trying not to get caught, he needs to learn some element of discretion.

My guess is he's probably humiliated enough to have learned his lesson. However if this isn't his first stunt then I would consider having him see a counselor. Sixteen year olds are so self conscious it seems very strange he'd behave this way in public.

firstly, its perfectly normal, though obviously not in a public place.
im presuming the lad is very embarrassed, and unlikely to repeat what he did in class, but a 'quiet word' to point him in the direction of the bathroom/shower or locked bedroom, when he wants to do it in future.
