Interesting question!
Three possible answers;
1) The Greeks more were concerned with physical beauty of the human body than sexuality in their statues. So the shoulders, buttocks, arms, legs, etc., were given more emphasis than the penis in the statues.
2) The physical beauty and strength the Greeks loved so much, were emphasized in the physical and not the artistic. In other words, the arms, chest, etc. were in fact bigger since the body was worked out more.
3) The penis, like every other part of the body, was proportional to the whole body. The penis was carved as flacid, not erect, and may be causing your confusion.

If you look into some Roman sculpture, there s some figures of migits with really huges penesis, the inscription reads that that was something like a shameful abomination and a atrocity...it referes to them being something like satires, or jesters. I guess this culture had a different view of what should make a "real"male. Even though this is about Rome, they derived a lot from the Greeks therefore a believe a correlation is possible. thanks.
