No, it is not. I worked in labor and delivery and have had cops come and ticket/arrest Dads for speeding, reckless driving, evading arrest, etc. Several others caused serious accidents [ multiple injuries ].
The interesting thing is most of those Dads had plenty of time.
Ambulances and firetrucks have to stop and/or slow down, too!
If you really think you don't have time, call an ambulance.

It's not that it's the law, it's that, generally, a judge would consider an emergency of this kind would be an excuse for breaking the law. Technically one could be found guilty for doing this, but it is extremely unlikely. Also, chances are if they got pulled over, telling the police officer the woman is in labor, the police officer would probably give them an escort to the hospital or call an ambulance, and would probably not write a ticket.
It's not that it's a law permitting it, it's that police and judges do have common sense. Usually.

Yes it is illegal. The law is there to keep everyone safe. I know that you don't want opinions but still here it is. If someone is speeding and running stop signs with a pregnant woman in the car they are an idiot! They are putting her and her baby's life in unnecessary danger. Considering most fatal accidents occur on streets and not on freeways anyone who runs a stop sign is just asking for it.

The law is the law. However, most judges would take your emergency into account if you were to fight the ticket (if you get one). However, if you get into an accident you may be sued and one of the arguments they'll make is why you didn't call an ambulance instead.

There are no exceptions to running stop signs and signals except for emergency vehicles with appropriate lights and siren

It would be highly dangerous. It's not like you have sirens and lights to let other drivers know to what out for you.
