Carew's HOF plaque shows him with a Twins hat on.

Be that as it may: if you look at the plaque you will notice that both the Angels and the Twins are listed there. Nobody "goes in" to the Hall officially as a member of any team. The insignia on the hat will usually (but not always) be that of the team most associated with the player, but all teams are listed, and nobody gets elected because of the team they played for.

Carew's most and best seasons were with the Twins, but he left them after a bitter contract dispute. That's why he chose the Angels (it's always the player's choice).

The player has the choice without having to give a reason. It could be because he felt he had better years with the Angles or he could have had problems with players or management with the Twins. Here is the next question you should ask as a follow-up. "What team will Roger Clemens select to go into the hall-of-fame?".
