I think that you have to split the idea of the war on terror into two parts. There are people right now (troops, FBI, CIA, and other organizations in other countries) who are trying their hardest to stop terrorist attacks around the world. There are some that have paid with their lives, with their bodies and in many other ways. These people (heros by the way) are mostly unknown and they are fighting a just war to protect people. But the political "war on terror" is just a catch phraze (used by the right and the left) like "just say no" or "better dead than red". And it is used far too much for political gain. It's never the FBI agent or the person in the CIA who stopped the attack who gets to go on TV and take a bow for his or her brave actions...it's the politico who spends ten seconds talking about the people who really did the work and then then next ten mins talking about how he was the one who pushed to provide the funding for the bill that may have made that possibile.

That's a good question. Surely some politicians will utilize any angle they can to test the political winds, and change their positions and policies accordingly. Hillary, for instance, was a staunch supporter of the war right up until she got the word from her exploratory committees prior to her campaigning - and, zap phewww - she swapped side lines and started preaching to her base.
This war - any war - should be left to the generals in the field and should not be fought in the political arena. After congress approves military action - their job is finished - step aside and let the military handle the details.

Terrorist attacks will always be a threat no matter which
political party rules in this country...no one can predict
where and when it happens...all that can be done is go after
the culprit hopefully before damage is done...yet, this can
not be always accomplished...so we will have to lick our
wounds and press on.
