It has been around since at least 1940, and apparently came from England. It may have been written by either Jimmy Kennedy (who wrote the Teddy Bear's Picnic) or Gerry Hoey. The original title was either "Hokey Cokey", "Cokey Cokey", or "Hoey Oka." It's possible that it is much older than that.

Larry Laprise is credited with the American version of the song, which was in the 1950s.
