The wheels are sending off a smoke signal to alert nearby police.

The brakes always transfer heat to the wheel and tires when you are doing a lot of fast or frequent stopping. It is known in racing that many tire failures are due to excessive braking from obviously higher speeds.

It is also known in fighter aircraft that the brakes can get hot enough to explode when hit with water shortly after a landing when a pilot was standing on the brakes on a relatively short runway.

You could possibly crack an alloy wheel (aluminum) or a brake rotor by continuously spraying cold water on hot metal over and over again. Air cooling is the best and safest way to cool brakes.
