American Eagle Clearence racks always have clearence. Everytime I go there I always see tee's that are like 7$ and once I baught a shirt there for 3$!!! And its my favee shirt!
You can also try Aeropostale. I've gotten clothing there for under 5$.

rue 21 is great! There isn't a large selection of stuff at rue21.com but if there is a store near you shop 'til ya drop because the selection and prices are great!

Check Ross and Marshalls, they are stores that carry name brand clothing, shoes, and accessories for prices wayyyyyyyyyyyyy less then usual. I get all my stuff there, my husband shops there too for t-shirts, jeans, and more...
