hi yes they can. Concrete is the best subfloor you can ask for. If it is going in a basement you might want to seal the concrete first to block out any moisture that may come through the concrete and in time your tiles may start popping. If not than just make sure the surface is clean and free of any dirt and start laying your tiles.....good luck

Yes you can. First, you will want to seal the concrete, then use a product called vinyl tile self primer. This will help the tile stay down longer.

They not only stick but, will play heck getting them up again. I have homes to lease in the Vegas area, 125 of them, they all have concrete floors. It's one of the best to adhere to.
First of course clean the floor, then put two coats of liquid sealer down for a good seal, then after it dries lay out your tile. Make sure you have a pattern in mine before you start.

Some floors have been down over fifteen years.

Yes, on bare concrete and not painted. But adhesion won't last specially it's installed in bathrooms or in other humid area in your house.

they will stick, but saddly over time the corners will start to turn up, only way i figured out how to attach them and have them stick and not turn up is to spread a thin layer of Henrys Flooring adhesive first.
