Is it legal to copy all data from that website and pasting it into mine in the same format and alignment, off course changing the names from dell to whatever company name. ?

yes it is you need the consent to use that information. it is a copyright problem. so you can get sued if you do that without authorization

No but they wouldn't sue you unless you started making real money at it, in which case you'd just be an unpaid subcontractor of theirs.

Better to create it all with your own words.
