A psychiatrist has very specific qualifications. S/he is a medical doctor (M.D.) with specialty training in psychiatry, and thus can provide "talk" therapy, but can also prescribe drugs (such as antidepressants or anti-psychotics) or engage in any medical interventions. Therapist is a general term used for anyone who provides any kind of therapy. When a person says s/he is seeing a therapist, they could mean a psychiatrist, a psychologist (someone with a Ph.D. or Master's degree in psychology), or someone with or without some other kind of training.

A psychiatrist and a therapist can both give therapy, but a psychiatrist has an M.D. and has gone to medical school. Only a psychiatrist can prescribe drugs.
Typically, psychiatrists also charge much more.

A therapist or psychologist has a degree, such as an MS or PhD.
A psychiatrist has completed medical school, internship & residency & is an MD. That means that he/she can prescribe medications & perform other medical procedures.

Very briefly, I think a therapist provides therapy for your problems and a psychiatrist tells you why you have problems.
