AM frequencies are lower than FM frequencies.
A radio station in AM goes UP to about 1700 KiloHz
and FM radio station STARTS at about 87 MegaHz
FM: 87 MegaHz is 87,000,000 Hz
AM: 1700 KiloHz is 1,700,000 Hz
(one Hz is a cycle per second)

SO, the highest AM is 1.7 million cycles per second and the LOWEST FM is 87 million cycles per second (FM is 50 times greater frequency)

None of the above. AM and FM are modulation techniques, and can be applied to a radio carrier at any frequency.
