Everyone is dependent on everyone else. Especially since the dollar is no longer based on gold. It's a unified dream of value. It's not a one way street. Nor does it have anything to do with skin color.

This is actually a very good question, if anybody has the guts to answer it without being lambasted for being non-PC.

First of all, when you say "Black man" I'm assuming you mean the African race in America.

As a white man (with lots of Native American in me), I'd say that the initial blame lays right at the feet of the white man. We brought the bulk of them over here against their will and made them subject to our wills and whims. That's not something that is overcome easily in just a couple of generations.

I think there is also an aspect of the African culture that views community differently than the white culture. The African culture is more about giving to those in need than the white culture. As a result, the white culture is perceived as being stingy and "holding people back." The white culture views the African trait of generosity as enabling people who should be able to support themselves.

Another reason is, like it or not, the white culture is currently the one in power. I kind of like Farrakhan's idea of making the African community more autonomous economically. As a white man, I don't feel the least bit threatened by it. In fact, that's about as American as apple pie! I think it's a healthy place where the African community can deal with the White community on the equal footing of trade. It's just that for every one of Farrakhan's good ideas, he's got two or three whacky ones.

It's not a issue of Blacks being dependent on Whites. More accurate would be a cultural issue of expectancy created through political conditioning.

Let's be honest here and ask ourselves, why is it the vast majority of blacks in the U.S. are registered democrats? Could it be because the democratic party proposes far more "social giveway programs" than any other party, freebies? The less you have to rely on your own merits and abilities, the more dependent you become on others to carry you through.

When a black man happens to go against the democratic party, attempting to limit handout's and preferences he's called an Uncle Tom. Remember Clarence Thomas? He was raked over the coals by the NAACP, Jessie Jackson, and Al Sharpton, all staunch democrats.

The government conditioned various groups into thinking they were "entitled" through programs such as Affirmative Action, Title 18, and title 9. Each of these programs removed equality from the employment sector through education. The quota system didn't equal the playing field. It created lower standards of expectancy

Hurricane Katrina exposed how a large, predominantly black community (New Orleans), with a very high rate of welfare recipients coupled with a lower level of education was conditioned over decades by politicians into thinking the government has to provide everything for them when things go wrong. They did very little to help themselves. As a community they failed miserably because they were too dependent on the government. Even the Mayor and Chief of Police were lost. They had no plan in place even though the city went through the exact exercise scenario 2 years prior with FEMA (NIMS). They expected the federal government to bail them out.

No, I don't think it's a black and white issue at all. If people, regardless of race are expected to perform at a certain level, knowing if they don't there will be nobody to bail them out...they'll meet that level of expectation. But, you can't expect a group to rise to a particular level if it's cultural values don't support it.

The Bill of Rights grants each person the Opportunity to make it on their own. It does not Garuntee each person will.

There is no such thing. I would like to know where you read any such information. We live in a society where everyone is dependant upon everyone else. Return to your history to find that when the new world was coming into place, explorers found gum, metals, spices, silks, horses, and many, many other items in which they traded for other goods. Your question in asinine.
