You haven't gone through complete puberty yet, so yes your penis is likely to grow more, and no it isn't small for your age. How much is it going to grow? That's not really something you can guess, but I'm thinking maybe 1-2 inches. About 5 -6 inches is the average length for a male.
I've been assumng that you're talking about your penis when it's hard. If it's 4 inches soft, then you have no worries whatsoever because it's hard that matters.

You sound normal. I will give you a bit of information that shocked me,[ hard to do at 57] if a young man smokes a lot of pot, it will slow down puberty and lower sperm count and possibly even stunt your man thing. I am an old hippie, and think drinking destroys more lives than pot, but it slows down male hormone production. Not making any assumptions, just passing on something you can easily confirm at any treatment center for drugs.

You still have ways to go if you're only 14. Is somewhat ok for your age. And yes it still going to grow unit you reach like 20.

a normal size for 14yo would be somewhere between 3-5 inch erect, though some are smaller and some larger. the average size for an adult is 5.5/6 inch erect. dont worry urself about size,

If you don't even have pit hair then it's likely your not done growing...no one can tell how big you will get it. It's up to God so be happy with what you have.

Don't worry..I'm 16 and mine is 7 inches (but I'm tall and bigger for my age)...size doesn't matter. Don't let your teenage friends talk you into unzipping your pants and comparing penises with eachother...and don't let them tell you that your not normal..because you are. quit worrying.
