ok...it can be a number of things...
1) do you masturbate with soap or shampoo in the shower? If so, this can cause irritation
2) Do you masturbate too rough and hard without lube? Not using lube and going too rough causes irritation and dryness and cracked skin
3) Do you wear clean undergarments everyday? Not doing so will cause infections because bacteria from dirty undergarments can do bad things
4) Do you play any sports where you have to undress or be in a locker room environment? Perhaps from there you could have gotten a rash or something
I'm not Dr. Penis...but that's all I know. I hope I helped you out.
p.s.- about lotion not doing the trick...keep on trying - it doesn't work right away. Also, petroleum jelly is a great moisturizer - it's gurantedd to work. However, using creams and lotions on dry, rough, cracked skin can cause more irritation, so be careful. Start with little amounts and make them bigger as you keep applying each day. The other users here are right on about the problems with soaps and other cleansers - these can leech the natural oils from your skin and cause dryness and irritation. Also, have you been checked for a yeast infection? This can cause similar symptoms - and yes, guys can get them as well as women. An over the counter antifungal cream like monistat should clear it up if that's the case. Otherwise, use a penis health creme with Shea butter - more effective than other moisturizers, and less likely to contain fragrances and other chemicals than other body lotions.

Regardless of the cause, it should be fairly easy to treat. Continue to use lotion, preferrably moisturizing lotion or lotion with aloe vera. If you're using a strong soap, switch to a mild (and maybe scentless) soap instead. Cut back on masturbation/sex but when you do, do so gently and maybe with a little lubrication.

Yup, cut back on the soap. Also, use warm instead of hot water in the shower. The type of lotion you used just might not be the right kind. Get a penis-specific one like Man1 Man Oil and put it on after your shower. If the problem persists, see a doctor.

Use a penis health creme brother. These are great for dry, cracking, flaky skin.
Stay away from synthetic cremes though!!!

I'm not a man but a doc will try to tell u circ is the only option. Not true, I have a close sfriend with a young son who is not circ'd and he gets this every once in awhile too. She puts Petroleum Jelly on it, that what the ped. told her and it seems to work
