Sounds like you're due for a complete and major tuneup, including a distributor cap and new ignition wires. Whenever there's moisture in the air, the water is getting into the ignition system and causing the problems you're experiencing. I'll bet dollars to donuts a new distributor cap will clear the problem, and/or new wires will help.

A '96 Buick doesn't have a distributor cap. It has 3 coils mounted on a ignition module. 2 wires per coil. replace the wires and clean any rusty coil towers. use dielectric grease in plug boots when installing.

you probably have a bad spark plug wire that is arcing when it gets wet. If your broke, just change the wires---otherwise get new plugs and wires. Get a spray bottle full of water an spray the spark plug wires while the car is running, if you see arcing, and the car starts to run crappy, then this is your problem.

you distubuter cap is probably cracked.Get a new one. It also could be worn spark plug wires and/or wires to close causing an arc but highly unlikely. Get a new cap!

Sounds like yer cap and wires are drawing moisture. Get a new cap, and spray yer wires with silicon spray.
