Rectangular signs with a white back ground and black letters/numbers are the actual speed limits set forth by the presiding laws. If you drive over this speed you can get a ticket and be fined. If the road conditions are less than perfect, you can get a ticket even if you are going under the posted speed. The orange signs with black letters/numbers are legal speed limit signs for construction areas. In some states speeding fines are double in these areas.

It's a suggestion. Sometimes I drive at the speed limit, but often I drive a few MPH over it.

You can go a little more or a little less. But, nothing too exteme. Like: if the speed limitis 40, dont go 60mph
