I have DSL and have a download speed of 6247 Kb/s but when I check the upload speed it has 429 Kb/s. Is this a normal upload speed when my download speed is at 6247? I have noticed my computer loading slower in some sites. I have no viruses nor spy ware, and other malicious threats. Please help? Is there any way to improve the upload speed?

Sounds about correct. Most of the Higher speed DSL lines limit upload to 512 so at 429 that is about right once overhead is calculated.

On site loading, dont forget that the server delivering the content may not have more than a 10M connection many run off a standard T1 (1.5 M) and if there are several clients loading then they will be slower than your download speed, thus they appear slower.

That is normal. I have 1500k down and 384k up. Most people don't upload huge files. It is just a page request.

Are you sure you are getting 6247k on DSL? That is four times the maximum I have seen.

Maximum DSL speed is a function of distance, the gauge (thickness) of the phone wire used in your locale, and the DSL technology employed. The fastest DSL now commonly available is ADSL, and it offers maximum download speeds of up to 7.1mbps and around 1.1m upload. Most residential ADSL is limited to 128 - 1024 kbps for download, depending on the provider.

Your ISP (Covad, Time Warner, Comcast) determine your download and upload speeds. Your speeds sounds normal. Some sites always take a few seconds longer to load - nothing abnormal about that.
