You can File a dispute with Ebay - go to ebay's Site Map at the bottom of the page for a link.
Also, contact Paypal to file a dispute. You can do that right from your payment history page.

Have you tried contacting them through the contact seller function on ebay? Also you may go to "see seller's other items" (or something to that effect) and see if you can contact them through a link in another item. Is the seller still show as an active ebay member? Check their feedback and see if they may have been suspended by ebay (usually happens for not paying ebay bill, or violation of ebay rules). If all else fails contact paypal. GOOD LUCK

Use the item # in the eBay search box and click search. Even though the item is no longer listed that should take you back to the listing that was there. Then you can click on "contact seller" or "ask seller a question", something like that. Then the email goes through eBay instead of direct to the seller. EBay should have an alternate email address for this seller, just in case their hotmail address or yahoo address, or whatever one you are trying to use, is no longer active.

file an item not received dispute with ebay, and since you paid through paypal, you are guaranteed covered at least $200. if you win your case, which you will if the seller doesn't send your item, you will get a refund
ebay owns paypal so to speed things up, file a claim with paypal as well.
i've won many cases this way. usually takes up to a month or a little more, however.

Contact PayPal and tell them you suspect fraud in the
transaction. Give them all the info you have and see
what they can do. They are there to guarantee the sale,
so put them to work. Also, contact EBay and pass the
info on to them. Did you check out the seller's rating
before buying? Are they someone with no track record?
These are things you should check out in the beginning.
At the very least, you should leave a comment on the
seller's rating page to warn others of fraud.

Seriously, go through the eBay help section. There is a link for EVEYRTHING including non-receipt of an item or inactivation of an e-mail address.
Are you saying the link in the posting itself - the one that comes up when you hit "contact buyer" isnt' working? Or did you have his e-mail address separately. Perhaps this is another route to take.
