Cloud seeding uses tiny particles to act as nucleii around which droplets of water form. Attempts at cloud seeding usually involve the use of silver iodide crystals.

I'm not sure that cosmic rays have a role to play in cloud seeding.

Cloud seeding is being considered as a way to combat global warming. The approach being to launch a fleet of self propelled ocean going vessels to sail the seas and oceans and force salt water under pressure into the atmosphere. The salt crystals would act as the nucleii around which the water vapiur would form into a droplet. Done correctly the idea is to form a specific type of cloud - marine stratocumuli - as this has a 'shiny' upper surface and reflects sunlight back into space.
