What I'm building is more like a wearable parade float; it's mostly poultry wire and wood bracing to be worn. The overall outfit is to look like a space marine from the Warhammer 40K series, to their scale (about 8 ft. tall). My problem is the shoulder pads are very hard for me to make, inexpensively. I have access to poultry wire, cardboard, and paper mache. For scale, it needs to be about:
1.5' x 2' fourth of an oval
Any tips on how to create this weird shape would help me out of a pickle (the more technical the better).

Let me tell you that ' means feet, not inches. They need to be one and a half feet by two feet large. Also, search for Warhammer 40K space marine for a good picture.

If you need something that is thick and pliable, try using upholstery foam. It can be purchased up to 3 inches thick often. If you need it to be thicker you can spray glue 2 thicknesses together. It is light-weight and can be cut to many shapes easily.

Go to your local sewing store and purchase a piece of foam padding. Then cut the padding to the size you would like. Some sewing stores also sell pre-made shoulder pads. If you have a JoAnn's store near you, they carry the padding. Other chains to try: Hobby Lobby & Hancock Fabrics.

Shoulder pads are made out of foam, layered and sometimes folded into shape.
Try to get some packaging foam, or any sturdy bendable foam you can get, and make them out of that.
Or make the basic shape out of the wire, and cover with paper mache, and add as much of a soft layer underneath as you can (to protect your shoulders while wearing it) out of the cardboard, better with foam added to the insides.
