Both are pretty much the minimum these days and right now more RAM is cheap. You should buy as much RAM as your PC will take. check your manuals to see how much and what kind of modules it will take and buy them and put them in. It is not difficult. Upgrading the Processor speed is a lot more difficult, some mother boards will take faster CPU's but you could probably only go a little higher than what you have to get a faster CPU. Best bet would be to purchase a whole new mother bard and CPU together to upgrade the CPU if your PC is not a proprietary one like a Sony or a Compaq or Dell. I see from your update you have a Dell so upgrading the Motherboard is out of the question. It would cost more than your PC is worth. Your only option is the RAM to upgrade or buy a new PC. I'm sure it would take at least two 512 meg modules to give you a gig of ram. ditch the 256.

thats pretty standard. but there are more specifics to each of those specs you just listed. like the buffer speed (mhz) that you RAM runs at and what type of processor you have. RAM is usually pretty easy to upgrade if you have an empty slot in your mother, but when you go to buy more you have to make sure you get the correct kind. You also need to make sure when buying more RAM that if you have 2 sticks in there they have to be the same size (like 2 x 256mbs) but you cant use a 256 and a 512 stick at the same time. it doesnt work.
You can always take your original stick out and place a 2 512s in there, or a 512mb by itself, or one 1gb by itself, or finally 2 1gb sticks
if you want to upgrade your proccessor you mine as well buy a new motherboard, but if you want to upgrade your PC I would recommend just buyings some more RAM
but youd probably should upgrade

Minimum needed for windows xp is 256MB and it will run super slow, double it up. Open the case and see how many slots you have, most motherboards that can support a 2.4GHZ CPU can take at least 256MB in EACH slot so get one for each slot... (You probably have 2 x 128MB in there so will have to bin them I am afraid).

in reality, for speed, reliability, and being able to do cutting edge stuff, that sucks.....if you're just using it for word processor and basic internet that'll work....you should be able to upgrade that depending on the model of computer you have.
It doesn't really cost too much and you can do it yourself if have some basic tech skills. Otherwise, have a techy friend install it for you.

Time for a new computer, judging by your processor speed your computer is at least 5 years old, nowadays you need a faster computer to even run todays applications and sometime the internet.
