It could be pimples, ingrown hairs, heat bumps, or jock itch. Just keep it clean, dry, and cool and it should clear up.

Acne? Allergy? Bug bite? Jock itch? Need more info.
When did you first notice them?
Do they seem to be spreading?
Do they itch?
Are they little rash-like bumps or larger individual bumps?
Have you ever had this before?
Has there been a change in your environment that would cause you to have a reaction?

If you're 12-15, they could be hair follicles. You're probably just growing hair on your balls. Don't freak out, it's all part of being a man.

Can be anything:follicles full of grease
Have a doctor check it.Just to be sure.
