Usually a bibb is attached to the siding with wood screws or nails. In my situation, the water supply has to go through cinderblock. One option is to attach a piece of wood to the cinder block with masonry nails and then attach the bibb to that piece of wood. I just dont know if that will loosen up over time. Also, I dont know how good it will look.

Use tapcons and the recommended size masonry bit to drill the pilot holes--drill and screw into the mortar joints,not the brick.No special drill needed-just the right size masonary bit
Tapcons are special screws that come in different sizes made for attaching things to masonry.You can buy them at any hardware store--they are not expensive
You might not need the wood,that is your decision to make depending on the circumstances

You can use cement screws but, you'll need a hammer drill and a cement drill too. It's not that hard if you have the tools. I just put up a bunch of shelves in the concrete walls of the basement with this operation.

get concrete anchors or self tapping concrete screws typically called tap-cons ( brand name).
