Well the only language that stupid people understand is physical violence... so I would say that stupid people are to blame.

People...Some people are only in on life for them. Or they dont take a big look on how their power and choices effect generations to come. politics that cut funding on schools and low paying jobs like teachers counselors etc. People dont like the word tax increase even if its for funding special programs to help people value their lives more and help them get on the right track.
