I'm letting my painting project soak in Thinner b/c I messed up on it---after painstakingly hand-sanding and priming my car's door handles, I did my first coat and then went back outside only to find that my door handle got blown over and stuck to the newspaper beneath.....so I tried spraying a second coat to fix this blemish thinking that it was dry enough. RESULT: I caused that smooth surface to become wrinkled and very tacky feeling. Now I'm back to square one and trying to remove the two layers of mess. :(

As the names imply, one is for thinning paint before using and the other is to remove paint from sufaces. In your case, either would probably work. For thick, old dried paint a stripper is recommended.

Paint thinner is used to thin paint to the desired consistency for application and can be different products, such as lacquer thinner, denatured alcohol, xylene, acetone and even water among others are all "paint thinners". Whereas paint stripper is used to remove dried paint film. Also "paint thinner" is usually a generic term for mineral spirits, which is basically clean kerosene, not a very hot solvent. If you used spray can or some type of automotive paint, lacquer thinner should remove it. Just soak the part in it until the dried film lifts off. If you are still having trouble removing it, try some of the commercially available paint strippers. It might not be a bad idea to wear gloves and goggles as a lot of these items will burn your skin pretty good.
