how does one go about pitching a tv series to a network? Is there a set format or just a simple letter?

You can't.

Television networks have writers and other staff that create program ideas. You can understand that networks CANNOT accept unsolicited material. They don't want to be accused of stealing an idea that was sent to them.

If you have a friend that works at a network, write a treatment and put the treatment in the hands of your friend, and hope your friend has good connections in the industry.

Keep your idea to yourself until you have industry contacts.
If you live in Los Angeles, try to get a job at a network or studio.

i think of it may be even cooler in the event that they sent everybody on the tutor to do it stay from Baghdad! That way there'll continuously be some suspense...will he be eradicated by using the rude Brit or the IED!?
