Nelson Rockefeller. Ford appointed him after he moved up when Nixon resigned. Ford himself had been appointed VP when Spiro Agnew resigned amid corruption charges. So for the first (and hopefully last) time in our history, we had both a president and a vice-president, neither of whom had been elected.
