The landlord says that this is not normal wear and tear and want to charge me for the repair.

For future use (though i'm afraid it won't help you now) you can get clips called 'hold down brackets' which will stop this from happening again. you should be able to find them anywhere that sells blind parts.

I have never seen this happen before, but once you do get them fixed try lowering the blinds to below the window sill and then open them and so when the wind blows you will not have then blowing back and forth as easily because the bottom of the window will stop it. You might also consider weighting them or something.

You can by a type of "hold down" that comes with blinds for doors so they don't swing against the door when opening. I've installed them on windows before too. It's a small plastic thingy that has one screw and has a hole in the bottom that matches a hole in the bottom blind and holds in against the window or door.

I would have to agree with the landlord. I've never seen screens broken by blinds.
