Georgia and Australia were for convicts. Many of those were from debtor prisons.

Georgia was established by a group of philanthropists concerned over the plight of impoverished English debtors. James Oglethorpe, one of the trustees of this group, acted as the first governor of the new colony. Oglethorpe returned to England and shortly thereafter disagreements developed amongst the philanthrapists with the result that the trustees turned control of the colony over to the British monarchy.
