It means that the older one gets in life they learn the lessons that a long life gives them. One who has grown old is very hard to fool, therefore old people are rarely fools and there is no such thing as an old person that is still a fool.

A supposedly mature individual that does not make rational decisions.
The older we are, we are expected to act and behave in a certain conformed way, one that acts foolish or blows caution to the wind, is frowned upon. It is an old saying.
