To ask for it is to show humility and also show the realization that you aren't all knowing.
To answer is to share a peice of yourself with the other person or infact the world.
I think they are equally noble.... however answering is much harder to do ;)

Well asking shows that you trust the person, thus being noble.
But say offering help too a stranger, thats a little more noble for me.

I think it's more noble to ask for help because when you answer a question you feel good because you know something and you don't really gain, but if you take a risk and ask a question, that's probably more noble because you're really putting yourself out there and saying "Hey, I don't know this. Help?" and it can be really hard.

Asking for something is not generally as noble as helping someone; however, it is all relevant. If you are in a position to help you are expected to help so helping is not noble, but if you are not in a position to help and you help anyways at personal cost / risk then you are noble. With the asking, if you need help you are not expected to ask for help, so it is considered noble to ask.

Tis more noble to be asked. Only in travel should one but notice, maybe. A noble cause is planned arright beforehand.

I believe it is more noble to ask for help. To ask for help is a process that reveals things about us that may not be easily dealt with by ourselves. Very humbling too.

The answer is no. In will to power its discuss and disproven. If offering help can help others rise to power and accepting can level the playing field it takes away from the philosophy that people want to gain as much power as they can
