So what exactly happens to freshly poured concrete when it gets rained on continually? As in before the stuff dries, say a thunderstorm comes in and the city gets 5 inches of rain before the storm stops. What happens to the concrete?

I think the water just sits on top. I don't believe it will damage the fresh concrete.

Well there is a chance of mold from the rain so most companies that follow the regulations of their state would have to replace any wood with mold and such. But No they wouldn't have to start over unless there is mold or something that would make the house dangerous to people that would live in it, other then that it's a simple look over before walls go up to make sure none of the wood is water logged, rotting and so on. Other then that no there is no water coating or anything.

Depending on how long it has set what can happen to it. If it was freashly poured then most of the mix will wash away and you just lost most of your investment. If it has set a pretty good amount then it will give you pits and dimples in the concrete.

Concrete will "set up" under water so rain won't hurt it at all. My Husband drives a concrete mixer truck

Basically nothing as the setting up/curing/ hardening of concrete is a chemical process and has nothing to do with drying.
