I KNOW that vizard is part hollow and arrancar is part shinigami,

but how do they differ in terms of power and abilities
which one is stronger.......?

The vizard are shinigami who have obtained hollow powers and whose shinigami powers remain dominant (although they do have to undergo a process and maintain their dominance over their hollow), while the arrancar are hollows that have obtained shinigami powers and whose hollow powers remain dominant. Having begun as shinigami, the vizard appear entirely human. Unlike the arrancar, they do not have holes or partial masks (common traits of transformed hollows) anywhere on their body, though they can produce masks on demand, and they carry zanpakutō like normal shinigami. When using their hollow powers, a vizard's appearance does not change except for the mask on their face and the color of their eyes, with the whites of their eyes turning black and the irises gold. The name arrancar is a Spanish verb meaning "to remove" or "to rip off," a reference to an arrancar's removal of its hollow mask. Few hollows have the potential to remove their masks normally, and even if they manage it the change is not significant. Aizen Sōsuke is able to artificially create arrancar with the Orb of Distortion, which also unlocks much more of their potential than a natural transformation would. The process of turning a hollow into an arrancar is called shinigamification.

It is hard to say who is stronger. I'd say the arrancar are stronger.

Arrancar, hollows that have "removed their masks" and gained shinigami powers.

BASICALLY, although there are more Arrancar because Aizen is creating them like crazy and Shinigami don't approve of Vizard, both are equal in power. Because both don't have limits (unlike normal Shinigami and Hollows) they are theoretically capable of getting stronger and stronger. And remember that Shinigami have different power levels and bankai is supposed to be reached by only a few? It's like that for the Menos Grande, I assume. If some captain-level Shinigami became Vizard, they might be able to fight the best Arrancar. So neither is stronger.

Arrancar take off their masks and use zanpakuto to acheive their "true" forms which they can fight in. Vizard put on masks and fight, although they are really powerful (remember Hollow Ichigo fighting Byakuya).

Vizards - Rogue shinigamis that obtained the power of the hollows.
Arrancar aka Broken Masks - Hollows that obtained the power of the shinigamis.
In terms of abilities, Vizards wear their masks to boost their attacks. Arrancar can release their Zanpatouh and wear them like an armor and this being their true form.
In term of power, I would say arrancar are more powerful because they can be mass produced and have Menos Grandes on their ranks.

I stopped watching the anime a while back, because of all the fillers... I couldn't deal with them anymore! The manga is way better, it's funnier (or at least I think so) it has basically no fillers, and best of all you miss out about 1,000,000 episodes on the Bounts (Baunto). But that was the only big difference I could see up to where I watched it. Oh, and I think that the anime just isn't up to date with the vizards yet. Too big a storyline to cut. Hope this helps :)
