Beat the Elite Four, then you will get access to it. You will find Regigigas (lv 70) at the bottom. It will only fight you if you have regiice, registeel, regirock on your team.

Once you get the national pokedex then migrate from Ruby Saphire OR emerald ,you must migrate Regice Registeel Regirock then have all of them in your party and he will let you in to fight regigagas(lv 70, hope you have a master ball) he is extremely hard to catch

You need to obtain the National pokedex to go in. inside you will find Regigigas
