Absolutely. If they didn't, the pitcher wouldn't have to throw all four, the batter could just take the base.
From a visiting team's perspective, each pitch usually means a more fatigued pitcher and a chance for a wild pitch/passed ball. So I would suspect that if this were to change (the pitcher not having to pitch those balls), the visitors wouldn't be too happy.
In the same vein, because each pitch fatigues the pitcher, the manager/pitching coach would need to track them to get an accurate count.

Pitch Count is one of the tools used by the manager and pitching coach to determine when a pitcher should be taken out of a game to avoid straining his arm. Since, on an intentional walk, the pitcher is not throwing full speed and only lobbing the ball to the catcher, should those pitches count as part of the Pitch Count?
My personal inclination is to say, "no". However, I'm not a baseball manager or pitching coach, and I have never heard or read if they actually do count them.

Any pitch not called a ball by the umpire is considered a strike in the pitch count. That includes foul balls and balls put in play.
