These are not Owls of any kind, they look like a smaller built Seagull, they use their wings in a simular movement. They are light colored white/cream with two black stripes on the outer edge of their wings. Their call is a singular note slightly gravely and mid to high pitched. Are they really night birds or just confused by all the lights from a large shopping area close by?

I would say that they are just confused by the lights because I dont know of any birds that fly at night except bats and I dont think that bats belong to any genus of birds . good luck .
