What do you consider high? Remember that all the utilities are underneath. Repair people MUST be able to access them.

Like they said, it's where the wheels go. The ones permanently located are high for access to their wiring and plumbing, to prevent flooding and snow piling up against the sides, and to give the possums a rea nice place to have their dens.

Due to them being mobile. They have wheels and need to be able to place wheels back on and go.....

Because they have wheels to move them in. They could be lower, but would need the wheels removed.
