When windows starts up, it checks the system and tries to make sure that it can run everything it finds. When it can't, it tells you that it found new hardware. This means windows doesn't have a driver that works with the hardware component. Until you give windows the driver to use (it may have it already, but not know to use it), it will keep 'nagging' you to give it the control it wants over the hardware device.

You have three choices: disconnect the hardware in question, keep getting the message, or give windows the driver(s).

Maybe you haven't installed a Graphics Card Driver yet. windows XP can work without a Graphics Driver installed but would give a message that it found a new hardware and that if you would like to install the driver so that XP could work better with graphics on it. Try Installing the drivers for the devices again.

Maybe there is something you have installed, but, not setup.
Jump Drive or a Graphics Card?
