No, actually doctors are held to a higher standard than your average person. They have a whole additional standard of ethics that they have to abide by that your average person does not. Also, if they break these ethical rules that are placed upon them, they can be sued for malpractice. If you mean just in general if they are above civil laws, then of course not. Are judicial systems possibly more lenient on them because of their social stature? Maybe, but they are still not above the law generally speaking.
