Because the Japanese ideal for male beauty is tall, slender, lean-built, thin face, and has long hair. We in the west typically view the ideal man in the traditional Greco-Roman style: thin waist, wide shoulders, stout jaw, and short hair. Look at western superheros; in addition to having a jaw that looks like they've been chewing on steel nuggets, they have a swell cleft in their chin that separates them from the dainty, smooth chin of a female. The Japanese (and by extension, their manga creations) do not have this wide jaw or butt-chin.

Some manga suffer from this more than others. I don't know many people who have a hard time telling the body-builder types of Dragon Ball Z from their wives. Then again for manga aimed at girls, the male characters are going to be drawn to appeal to them, and that means their main trait is not being able to bend steel beams with their pectoral muscles.
