We'll only really know when they get tested at top clubs. Presently both are overhyped, they are forgiven for errors at lower clubs which will cost them their places when at a top clubs..
marginally I'd go for Foster, but remember Kirkland and many others have been touted as the next big thing and not turned out to be. Experience also counts more for goalkeepers than other positions

it definitely is Ben Foster.I think you need to watch the second leg match between Chelsea and Watford and you can begin to imagine of how good he can be.He was able to hold Chelsea down until that fortunate goal by Salomon Kalou.Though Watford are relegated Foster is the man to watch.But don't take it away from Carson, he is also good in his own way.
