I heard there is a time of year when Disney offers their dining plan free. Does anyone have an idea of when this is?

During peak hurricane season. Mid august to mid sept. There are only a few rooms available for this promotion. I checked several weeks ago and there was not much left.

The free dining is already available for booking for this year. You need to book by June 24. Travel dates are August 26 through September 22. I wouldn't wait too long to book, I think alot of dates and rooms are already sold out. Plus, a lot of the dining locations are sold out.
The dining plan is very popular and a lot of people wait all year to go when the free dining is offered. It is the best promotion Disney has.

Sorry, I forgot to add that I think Disney changed the dates for free dining. I believe you now the starting date is September 2, but I would check to make sure.

Some of the Value Resorts (from $79 per night) are booking up but there is still plenty of availability at the Disney Moderate and Deluxe Resorts. Since you are saving so much money on meals at Disney World, you may want to upgrade to a nicer resort with more amenities. The Disney Moderate and Deluxe Resorts have lots of fun amenities for the whole family.
This is the best deal Disney offers all year on packages plus August & September are really slow times to visit so it is a great time to avoid the crowds. The dates are correct (above) August 26-September 22.
