There is a 2003 case in Dorchester, MA, where the neighbors sued the construction company and the city for violating zoning restrictions with an illegal building permit. The builder and owner kept building it during the two year proceedings, and the court ordered them to tear it down after it was complete. In theory, if the owner refuses the court order, the city government can be required to remove the house and bill the owners for the expenses.

Not off hand. That usually happens with a right of emminent domain. But, Tennessee does some weird things. I suggest you look to the middle district of TN.

I know this happened in India to Mother Teresa when she was starting out. I don't know of it happening elsewhere though.
