My problem is that if i right click the menu comes up but the list of things are not highlighted so i can not turn them on.... help!

Help says to do this:

To add a program to the Quick Launch bar

In My Computer or Windows Explorer, click the icon for the program you want to add, and drag it to the Quick Launch portion of the taskbar.
The icon for that program appears next to the other Quick Launch icons on the taskbar.

If the Quick Launch bar is not displayed, right-click an empty area on the taskbar, click Toolbars, and then click Quick Launch.

So, if I understand this correctly, you're trying to get the quick launch toolbar to display? Ok, no problem.

-Open your Control Panel and double-click Taskbar and Start Menu.

-Click on the Toolbars tab at the top.

-Check the box located beside Quick Launch and press Ok.

That should do it. Hope I've helped.

Right click on the Taskbar, and check near the bottom of the menu. Make sure that "Lock the Teaskbar" is NOT checked. If it is checked then you can not alter most settings for the taskbar.
