An "urban" settlement would be ion the city. Therefore, it would be densely populated no matter what the size.

There are several characteristics of urban settlements. Firstly, they occur in urban areas (as opposed to rural areas) which has an official definition. Secondly, they are administered by civic authorities that are only found in urban settings (for example a municipality). In rural settlement, the work-force will primarily be listed as workers under the primary sector (for example farming), whereas in urban settlements the work-force will primarily be in the secondary and tertiary sectors. All most all urban settlements are governed by various rules and regulations regarding physical development (for example, building bye-laws regulate how the houses should be constructed). Again, in urban settlement the ratio between built and open space is different than in rural settlements. Land-use patterns also differ significantly. There is difference in density. Urban settlements are more densely populated.

density of population: all amenities available in clusters in market places, now also called 'down town'! literacy higher than rural, employment, cash flow, affluence, sophistication of living, and also cost of living: faster pace of life: more variety in education, entertainment, cultural interaction! -- these are some of the characteristics of urban settlements!
