You need to buy a number (also called SkypeIn). you can buy numbers for various countries and cities. Users from land line can call your SkypeIn number and call will land on ur skype on ur PC. e.g u can buy a UK number on skype and the person calling needs to dial that UK number to reach you on skype

Go to www.skype.com an read about Skype in, you pay an amount to have them create a phone number that direcxts to your PC account
ONLY gets to you if the PC is on

You need Skype Out, to get a number, you need to get Skype In.
