Only to a limited extent.
You need to inhale through nose and exhale through mouth several times to inflate a balloon. Since you can only inhale once before going down under water, you can exhale once only. So the balloon gets blown up only to a limited extent, depending on your lung capacity.
Moreover, the water pressure increases with depth and hence after a certain depth, your lung power will not be enough to overcome the water pressure. Consequently, you cannot inflate the balloon at all.

Sure you can, as long as the air pressure coming out of your mouth is greater than the pressure of the outside water. Which increases greatly as the depth increases. Balloons are often used to raise sunken vessels, but as the needed pressure is so great, they are blown up with compressors or high pressure scuba tanks. A person might be able to blow up a balloon in a depth of 1 or maybe 1 1/2 feet, but that's the limit.

Sure. It would just be harder since the water is exerting pressure on all sides of the outside of the ballon.

It depends on it depth.
If it be very deep we can't blow it.You know why.
Because there is so much pressure under water.
