A hollaback girl is a cheerleader. There is the lead cheerleader who yells the cheer and there are the lesser cheerleaders who "holler back" hence "hollaback girl"
Hollaback girl can also be used in the sense of being a girl who fulfills a booty call.

The brunette in question who warbles this ditty, is quite simply deranged with a tenuous grip on the reality of any situation. Instead of speaking to her percussion accompanist, Miss Stellaknee screams in a fit of uncontrolled rage and then insists that the big one on the floor is in fact in tune. Expecting a reply the drummer simply looks on speechless, and does not answer back.
The bass player in this outfit has recently been playing timpani in a duo touring the top of public toilets. Hoping to expand their number an announcement has recently been submitted for copy in the strongest hope of some action over this matter.
